Junta Military was the first DLC released for Tropico 4. Yep, one of many of tiny DLCes, with one mission, one character trait, one costume, one building and a bunch of decorations. The mission is actually quite interesting and isn't so easy. You have to build a fully militarized regime on the island, even including Martial Law edict. While military part is weak in this game and actual fights between soldiers and rebel look clunky and even funny, it's still quite fresh to go for a military approach. Because in normal game no one would do that. Because it's easier to make people happy in kind and democratic approach. And now you will deal with people unhappy over liberty and lower product...
